Regulation on the protection of animals at the time of killing
On 22 June 2009 the Council of the European Union reached a political agreement on a new Regulation on the protection of animals at the time of killing, which will apply from 1st January 2013. To simplify existing legislation in the EU and bring it into line with food hygiene regulations, the new regulation integrates welfare considerations into the design of slaughterhouses and requires the regular monitoring of the efficiency of stunning techniques. It provides that slaughterhouses will have to appoint a specific person responsible for animal welfare and ensure that their staff is properly trained and certified. Each operator will have to develop and implement standard operating procedures for ensuring proper welfare standards in a reliable way. Furthermore, the regulation aims at making the competent authority performing mass killing in case of contagious diseases more accountable to the public regarding the welfare of the animals culled.
